• Combine 4 tablespoons vinegar, 5 tablespoons sugar and 3/4 teaspoon salt. • Heat until sugar is completely dissolved. Remove from heat and let cool. • Layer the cucumber slices, chilies and shallots. Pour the mixture over the top and serve.
